Biography
Dr. Richard earned his medical degree from the Faculty of Medicine, Udayana University, where he gained clinical experience in general medicine. He later moved to Timor-Timor, where he served as Head of the Regional Health Office (Dinkes) II AIELU, leading public health initiatives and overseeing healthcare services. In recognition of his leadership, he was commended for advancing healthcare access and quality in the region. In 1989, Dr. Richard completed his specialist training in Psychiatry at the Faculty of Medicine, Universitas Indonesia, and has since been actively engaged in clinical practice and mental health advocacy.
